101 FREEWAY INTERCHANGE PROPOSED “CAP” PARK
Environmental activists and community planners are proposing placing a two-thirds-mile-long deck (“cap”) across the 101 Freeway in downtown LA to create a 100-acre park which would include an amphitheater, walkways and rolling landscape with a ridge line trail. They also plan for over a million square feet of mixed-use development along the freeway area. Total cost is projected at $700 million. Think of it as the reversal of the Joni Mitchell song lyrics “paving over paradise with a parking lot.”
Alert Notice for Parking Meters in the Fashion District
This Alert Notice is to inform your Neighborhood Council and its respective Council Office of the upcoming sign changeout in a Parking Meter Zone (PMZ) in your area.
While most of the extended hours changes at the meters were completed at the beginning of 2009, the Department is still trying to catch up with replacing all the posted signs throughout the City to match the new meter hours. This massive effort will continue for the next 45-60 days, depending upon the impact of work furloughs and the elimination of overtime. Due to the temporary discrepancy that exists in the remaining areas between the new hours on the meters and those on the old signs, these meters have not been enforced beyond the current posted time limit hours. We have extended this courtesy to the public because we recognize the possibility for confusion, since traditionally the meter hours and posted time limit hours have been the same. As the old signs are replaced to match the hours on the meters, enforcement of these new hours will follow soon.
At the request of Councilmember Jan Perry, the sign changeout for the area in Fashion District in PMZ-537 was put on hold until after January 1, 2010. Please be advised that the sign changeout has been scheduled for the weekend of January 9, 2010 in PMZ 537 - Fashion District.
I have attached a Fashion District Parking Meter Zone map for your reference. The new hours will generally be 8 AM to 6 PM, Monday through Saturday; 11 AM to 6 PM, Sundays, except in areas where existing peak hour parking restrictions are in effect. Customized signs will be ordered to exclude any peak hour restriction areas from the new meter hours of operation.
As you are aware, the meter rate and hours changes were approved by the City Council in July 2008. Since that time, DOT has been implementing these changes throughout the City. The ordinance that changed the rates has been in effect since September 2008.
Please feel free to forward this email to other members of your community, such as the chamber of commerce, business improvement districts, and other stakeholders. The new rates began when the meter "rate inserts" were changed out in late 2008. DOT Parking Enforcement will begin enforcing the new parking meter "hours of operation" one week after the sign installation in the Fashion District, that is January 16, 2010.
